Jarred A. Fishman

Jarred Fishman is a senior international trade and national security attorney with decades of experience advising large, multinational defense contractors on export controls, foreign investment risk, and sensitive corporate governance issues at the intersection of law, technology, and national security.

Mr. Fishman has served in senior in‑house and advisory roles at some of the world’s most prominent defense and aerospace companies, where he has led international trade compliance and licensing programs spanning the United States, Europe, and the Middle East. His experience includes oversight of complex International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) licensing portfolios, technical assistance agreements, and global compliance frameworks supporting high‑value defense programs and critical technologies.

He brings particularly deep expertise in Committee on Foreign Investment in the United States (CFIUS) matters and Foreign Ownership, Control, or Influence (FOCI) mitigation, advising on transaction structuring, mitigation agreements, and ongoing compliance obligations for U.S. subsidiaries of foreign defense companies. Mr. Fishman regularly works with corporate leadership, boards of directors, security officers, and government stakeholders to address national security risks arising from foreign investment, cross‑border supply chains, and corporate governance arrangements.

In prior roles with major multinational defense contractors, Mr. Fishman has acted as an Empowered Official and principal legal advisor on ITAR compliance, self‑assessments, voluntary disclosures, and government audits. He has also worked closely with the U.S. Department of State and U.S. Department of Commerce, including service supporting enforcement and compliance efforts relating to export control violations.

Earlier in his career, Mr. Fishman served in national security and intelligence roles supporting the U.S. Government, giving him a practical understanding of how export controls, foreign investment review, and compliance programs function as tools of U.S. national security policy.

He is known for providing clear, business‑oriented guidance on highly regulated transactions, helping clients navigate risk without losing sight of commercial objectives. His practice focuses on ITAR and EAR compliance, CFIUS and FOCI mitigation, internal investigations, regulatory engagement, and board‑level advising for defense, aerospace, and dual‑use technology companies.

Outside his practice, Jarred is a published author and is fluent in Hebrew. He has traveled to 38 countries and is a finisher of the Bataan Memorial Death March Marathon.

Education & Admissions

Mr. Fishman obtained his JD from George Washington University (1997) and his Bachelor of Arts from Brandeis University in Boston (1993). He has a Harvard Extension Graduate Certificate and an ITC Certificate from the International Import Export Dunlop Stone Institute.
